New Developments as of November 1stOn behalf of the LEEBA Executive Board, I want to thank each of you for standing together and with us during this difficult period. We want to extend our heartfelt greetings to all. We pray for each of you and your families’ safety during these challenging times. This particular year hasbeen one of great challenges for the country and for us as essential workers in NYC, and especially for the LEEBA family. Through great graces, we’ve been through trying times and yet we are still standing, and more importantly, we stand together! For that, we thank each of you for your unwavering support.
The Executive Board is aware of the State and City Executive Order pertaining to the state of emergency declared by the Governor and the Mayor. It’s with great trepidation and uncertainty that all State and City agencies have been mandated to respond to the call of duty, including most of us, once again. Although we respect the executive order and our call to duty during this pandemic of COVID-19, the LEEBA Executive Board will not waiver on your safety. “SAFETY FIRST!” We strongly implore that each of you exercise extreme safety precautions and adhere to all safety rules and regulations. If you encounter an unsafe environment or situation, pleaserefrain from what you are doing, and notify your immediate supervisor of the situation ASAP. Brothers and sisters, remember UNITED WE BARGAIN -DIVIDED WE BEG.

- All LEEBA active members will be afforded a prepaid legal plan that will include free consultation. Some of the legal support benefits that will be provided are as follows:
- Discounted legal representation including criminal litigation and parental litigation.
- Slip and falls, Property/Real Estate closing within the tristate, Wills etc.
- Each active member will receive assistance with Workers compensation cases. A complete prepaid legal notification outlining the benefits of the prepaid legal plan will be distributed all active members.

LEEBA Healthcare benefits are as follow:Corporation Council Phil Seelig is in continuous negotiations with the City, OLR regarding the release of our funds for our benefits. Mr. Seelig has submitted a proposal to the City on the behalf of the LEEBA families, requesting the restoration of our welfare funds and health benefits.
Prescription, Optical and Welfare Funds:LEEBA has hired a new 3rd party administrator (EZEE CHOICE) to administer LEEBA's annuity funds and benefits upon release of the funds. Office of Labor Relations (OLR) is currently preparing a counter proposal to be submitted to the LEEBA Executive Board for approval. We are confident an agreement will be reached soon by opposing parties.
Due to the COVIID-19 pandemic, all litigation including negotiations, grievances, etc.,have been temporarily altered, and unfortunately, altered the processes timeframe.DEP. Environmental Police Update:
DEP. Environmental Police Update:LEEBA Council Phil Seelig and the LEEBA Board has reached out to the Office of Collective Bargaining (OCB) regarding an improper practice claim filed against the City (OLR). We are requesting a complete resolution to the 2nd part of the Arbitration Award afforded to EPO’S. LEEBA and Legal Council has also requested that contract negotiations resume immediately. We have come too far and accomplished too much to look back now.
DSNY: ENFORCEMENT UpdateThe LEEBA Executive Board and Corporate Council has been and continue to be engaged in constant talks and negotiations with the City. The goal is to these discussions is to obtain a timely resolution and an overdue contract for our uniform service members that is suitable and deserving of our members. We have acquired a verbal arrangement of a tentative transfer policy agreement in which we intend to confirm through negotiations. We must stand strong together Brothers and Sisters.
D.O.T UpdateTogether we achieved the unthinkable with our last round of negotiations. Yet, there’s still much more work to be done. The LEEBA Board and Council have and will continue to address the outer title work practices that exist as we march into the next round of negotiations. There is no I in Team, we move as one.
An attack on one LEEBA member is an attack on all LEEBA members! We are a house that will not be divided!

General Updates as of January 20thGreetings my L.E.E.B.A brothers and sisters:The Executive Board of L.E.E.B.A would like to wish each of you and your family a Happy New Year and may your new year be very prosperous. As we strive and move forward to bigger and greater things, we look forward to building a stronger and a more efficient union together. There is no union without each of you. We need you as you need us and together we can climb many mountains and achieve many goals. We faced many obstacles and oppositions thus far together and yet we still stand although many has counted us out. We will continue to negotiate the hard contracts for our L.E.E.B.A members as we embrace the concept that MEMBERS FIRST AND SELF LAST.
This is an Acknowledgment of L.E.E.B.A fallen D.O.T members and a general Acknowledgment to all fallen LEEBA members and their families lost due to COVID-19.
On the behalf of the L.E.E.B.A Executive Board, we regret to inform our L.E.E.B.A brothers and sisters that we the L.E.E.B.A family have suffered a great lose and we would like to extend our deepest condolences to the families of the Gregory Shirley and Paul Lefkowitz DOT Highway and Sewer Inspectors. We will hold each of you dear to our hearts and keep your families in our prayers.
We are proud to announce that L.E.E.B.A Executive Board members has entered into close and meaningful discussions with city officials with regards the reinstatement of supplemental funds to L.E.E.B.A members. the office of labor relations and L.E.E.B.A officials are currently working to resolve several details with regards to the restoration of the prescription, optical and dentalbenefits along with life insurance options and annuities for participating members. we look forward to a speedy resolution and a restoration of the supplemental funds shortly. Restoration of Supplemental Benefits & Annuity Funds:We are extremely proud to inform you that we are entering into the final stretch of finalizing the Restoration of our supplemental funds and restoring your prescription, dental and vision benefit plans and for those receiving Annuities prior to October 2018, your contributions will also be restored.
Contract Negotiations Resumption:The L.E.E.B.A Board along with our labor council Phil Seelig has reached out to the New York city corporate council, the Office of Labor Relations/OLR and requested the resumption of contract negotiations for our DSNY Enforcement officers, ESA’s and ESEA’s who are currently approaching 12 years without a contract and our D.E.P Environmental Police officers who are currently without an updated contract. Our request has been met with great response and we are expected to resume negotiations in the coming days-weeks.
Discrimination Lawsuit against the NYCDSNY:The L.E.E.B.A Executive Board has filed a discrimination lawsuit against the NYCDSNY for Gender and Racial discrimination for various disparities affecting our Enforcement officers including: fair wages and fair treatment when compared to other DSNY employees.
D.E.P Environmental Police:L.E.E.B.A Executive Board continues to vigorously fight for our Environmental Police officers past due Arbitration Award. In the attempt to obtain the second half of our members Arbitration Award, L.E.E.B.A and Labor Council are currently scheduling meetings with (OLR) seeking an overdue speedy resolution.
Sanitation Enforcement AgentsL.E.E.B.A has filed grievances on the behalf of L.E.E.B.A members. It has come to our attention that DSNY enforcement division has and continue to disregard the rights and safety of our members during the enforcement of the COVID pandemic restrictions. Furthermore, we are addressing the alleged violation of the contract agreements. L.E.E.B.A Executive Board have been engaged in discussions with the city regarding negotiations for a new contract. We are looking forward to resuming negotiations in the first quarter of the year.
In the Coming MonthsL.E.E.B.A Executive Board is planning to conduct Labor Management meetings in each agency to address the many safety disparities and grievances which affects our members. New and Old Membership Enrollment FormsL.E.E.B.A will be constructing new and old membership forms which can access on our website. These forms will be for all members, including those who opt out and wants to return to the union.
